Vladimir Putin and Vladimir Medinsky (Minister of Culture of the Russian Federation) discussed issues related to methods of combating piracy on the Internet during a seminar on the development of cinema in Russia. According to V. Medinsky, Russia should follow the example of countries that practice blocking pirated content at the request of the copyright holder.
Describing the process, the Minister of Culture noted that the entire procedure (consideration of the copyright holder's application, sending a request for copyright, blocking content) takes no more than 24 hours for the site administrator, after which pirated materials become unavailable for viewing and downloading.
Medinsky also drew the President's attention to the fact that it is virtually impossible to check remotely whether the applicant is the true owner of the copyright for this content. The minister expressed concerns about possible cases of abuse when blocking content will be used as a method of competition between thematic resources. However, Putin supports the blocking of pirated content and considers the potential threat of procedural violations as insufficient reason to abandon such methods of combating piracy.
It should be noted that this method of copyright enforcement can only be carried out pre-trial, which does not comply with the current resolution of the Government of the Russian Federation, according to which Roskomnadzor has the right to block content related to child pornography, drug and suicide propaganda without a court decision.
