The first amendments were made to the law on combating the distribution of illegal content adopted by the State Duma of the Russian Federation on June 21, which touched on the most problematic part of the resource blocking mechanism - identifying the offender. Now torrent trackers and even ordinary users can get under the "hot hand" of the Moscow City Court.

The amendment was initiated by the deputy of the State Duma from Primorye Viktor Pinsky and prohibits, in fact, not only the direct placement of illegal content, but also the provision of access to it. The wording contained in the law “Information necessary to obtain content through the use of IT networks” can be attributed, in fact, to both torrent files and ordinary links exchanged by thousands of Russians every day.
Particular attention (unofficially, of course) was paid to torrent trackers. These resources do not store illegal content on their servers, however, they provide a technical opportunity for easy and quick distribution of such content between users. The largest torrent tracker in the CIS - Rutracker.org - has repeatedly hit the center of copyright scandals, which, however, does not prevent the resource from being in the twenty most visited websites in Russia (in May, the torrent tracker audience exceeded 12 million). At the same time, such resources are the "cake" of the modern Internet, in fact, specializing in the distribution of free films, music, software, games, etc.

In addition to torrents, permanent open storage of information - the so-called "file sharing", also comes under attack. Resources such as Rapidshare, Depositfiles, Megaupload and others are loaded with a lot of illegal content, which is quite difficult to track down without involving the administration of the "depository" in cooperation.
Representatives of the Internet community, along with experts and observers, note that this situation is unprecedented in the history of the World Wide Web and has no analogues in any country in the world. According to the letter of the law, every user from now on must make sure that the link posted on his blog or social network is "correct".

Representatives of companies providing search engines are also concerned about the current situation, since the new amendment to the law brings the "PS" closer to a number of violators. Experts believe that legally, providing a search engine with access to illegal materials is a direct violation of the "anti-piracy" law.
The deputies themselves, who voted for the adoption of this law, consider it imperfect. Robert Schlegel noted that the creation of a working group has already been initiated, the result of which may be a new version of the law, expected in September this year.
