To understand why Apple engineers decided to do horizontal scrolling of desktops, and not vertical - check out two tweaks from Cydia called Infiniboard and Infinifolders.

After installing the first one, you can add an unlimited number of icons to one screen of the iOS 7 desktop. Those labels that do not fit will be located below. To get to them, you will need to scroll up the screen. So it will be possible to place at least all the icons on one desktop of your iDevice.

Infiniboard has several options:

Vertical Scrolling - turns the tweak on and off;
Scrolling Bounce - adds swaying icons when scrolling;
Scrollbar Style - sets the color of the scroll bar on the right or turns it off altogether;
Top on pagging - scrolls the icons up when changing screens;
Top on App exit - does the same when exiting applications;
Vertical Paging - turns on vertical paging;
Hide Behind Dock - enables or disables the fading of icons behind the iOS 7 dock.

All parameters take effect immediately without device respring.

The second tweak Infinifolders adds the same functionality to iOS 7 folders. After installing it, you can scroll vertically icons in the system folders. The tweak has similar settings:

Vertical Scrolling - turns the tweak on and off;
Scrolling Bounce - adds swaying icons when scrolling;
Scrollbar Style - sets the color of the scroll bar on the right or turns it off altogether;
Top on pagging - scrolls the icons up when changing screens.

Both extensions can be downloaded from the standard Cydia BigBoss repository for $ 0.99 and $ 1.99 respectively.
